Jordan police chief sets new rules for detention centres

Jordan’s Public Security Department (PSD) director Maj. Gen. Fadel Hmoud on Monday (June 11th) issued two circulars that set out stricter rules for temporary detention centres, the Jordan Times reported.

The new rules are designed to prevent any kind of violation or abuse against the detainees or infringement of their rights.

The first circular stresses that procedures for investigating complainants must adhere to the legal framework and must not involve verbal or physical abuse.

Such methods "render all investigation procedures null and void" from a legal perspective and harm the police’s reputation, Hmoud said, warning that PSD prosecutors would take legal action against violators.

The second circular announced round-the-clock monitoring procedures for all temporary detention centres.

Earlier this month, Hmoud ordered the arrest of five detectives for allegedly torturing a suspect to death in Amman, and a probe was opened.

Hmoud said Saturday that the practices of beatings, torture and verbal and physical abuse "are not in our policing, social or moral dictionaries", adding that "no citizen should be abused under any circumstances".
